Yeah...it's a '69 or '70 model (with an electric starter)....it appears to be modified for camera work with the tubular mounts on the rear and behind the front wheel...perhaps sidecar mounts? I used to drive my brother buggy when I memorized all the specs on Hondas of that period. with age I have forgotten most of it...
